NAHB Call to Action: Job Corps
The NAHB just released an urgent call to action for all HBA members. The NAHB is working to preserve the Job Corps this week as Congress considers the Labor HHS Appropriations bill amidst a looming government shutdown. NAHB believes this is the most consequential legislative battle this Congress. This could directly impact our workforce efforts like Careers in Construction. NAHB's education arm, the Home Builders Institute (HBI), provides the curricula and training to over 67 Job Corp Centers nationwide to develop disadvantaged youth for a career in the residential construction industry.
The Labor HHS Appropriations Bill is slated to be on the House Floor this week with $0 in funding for Job Corps. The House must also pass another Continuing Resolution (CR) to avoid a government shutdown on November 17, so NAHB is not certain how the vote schedule will look this week.
The Good News: NAHB has identified and is heavily supporting an amendment by Reps. Samford Bishop (D-GA) and Mark Amodei (R-NV) that will fully fund Job Corps. The amendment would use $5 billion of unused COVID unemployment insurance funds from the CARES Act. The difference, approximately $3.3 billion, will be marked for deficit reduction.
